Is this one of the first instances of 2019 budget funding being awarded? Not clear where in Starr County, but 2019 budget authorization requires local consulting if built within city limits.
CPB tells us of ~10,000 arrivals this past week in the Rio Grande Valley including ~2,400 near Roma. Temperatures are rising so will be interesting to see if this falls off with summer heat.

The amount of new border fencing in Starr County has been reduced from 8 miles to 4 miles. This particularly helps Roma area where potential fencing plans were invasive.
